Foothills Regional Emergency Medical & Trauma Advisory Council

Serving Boulder, Clear Creek, Gilpin, Grand, & Jefferson Counties
(FRETAC)
What is the Foothills RETAC All About?
The Foothills RETAC was established in 1997 when Colorado
instituted the Statewide "Trauma System". Grand County was
the last to join the Foothills RETAC in the year 2000.

All RETACs are charged through Colorado's laws, rules and
regulations to address 15 "components" of the statewide trauma
system. These components are:
  • Integration of Health Services

  • EMTS Research

  • EMTS Legislation & Regulation

  • Human Resources

  • EMTS Education

  • Public Access to Emergency Services

  • Communication Systems

  • Public Education

Funding

The 11 RETACs in the state are
funded through contracts with

Health and Environment
(CDPHE) . The Foothills RETAC
operates on a yearly amount
of $150,000. We are a
non-profit organization. See

opportunities
The first several years of the RETAC's existence were taken up with the business of getting started. There was a lot of
organization, setting up plans, and figuring out the best way to address the components listed above.
The council
members came together at least once a month to work on deliverables required by our contract with CDPHE. We
completed a needs assessment to ascertain the greatest needs of our EMS community.

We have now moved into a new era of improving our EMTS systems. Our second Biennial Plan was just completed in
July of 2005. This strategic planning document will help guide us as we progress through our goals and objectives. The
goals objectives outlined for the coming years are:
  • Integrate all EMTS Healthcare Services within the Foothills RETAC

  • Integrate all EMTS Medical components working within the NCR All-Hazards Region.

  • Assess the patient care needs of our prehospital Agencies and Facilities.

  • Assess the Recruitment & Retention needs of our prehospital agencies.

  • Increase RETAC Injury Prevention activities.

  • Begin instituting a FRETAC prehospital Data Collection System.

  • Maintain current, and communications and interactions with Medical Directors.

  • Implement an effective CQI plan based on data.
